About Capquest
Capquest Debt Recovery Limited, company number 03772278, is a debt collection company authorised by the FCA (FRN 721513). It has been part of the Intrum group since 2023, when Intrum bought the Capquest business from Arrow Global, and Companies House shows Intrum AB, a Swedish company, as its owner. Its registered office is in Manchester, but it says its only correspondence address is Capella, 60 York Street, Glasgow, G2 8JX.
Capquest manages accounts that other companies own. Arrow Global says Capquest has handled all of its UK customer accounts since 31 May 2023, including accounts Arrow has since sold. Capquest also manages Koyo Loans accounts, which were sold to an Intrum company in August 2026. Your letter should say who now owns your account.
A letter from Capquest is a request to pay or get in touch, not a court claim. Capquest says it may escalate if you do not get in touch, so it is worth replying in writing to check the debt, ask who owns it and agree what happens next.

What a Capquest Letter Typically Looks Like
- A Notice of Assignment telling you that your account has been sold to a new owner, such as an Arrow or Intrum company.
- Letters quoting a Capquest reference number and asking you to pay or set up a plan through the portal at portal.capquest.co.uk.
- Phone calls from 0333 999 7200, the number Capquest gives on its own website, or 0333 999 8140 for Koyo Loans customers.
- The correspondence address Capella, 60 York Street, Glasgow, G2 8JX.
- A Global Substitution Order letter telling you that a county court judgment you already have now belongs to a new owner. Capquest says these are for information only.
Your Rights
Notice of assignment
When a debt is sold, you must be told in writing for the buyer to sue in its own name (section 136 of the Law of Property Act 1925). You can ask for a copy of the notice of assignment.
Consumer Credit Act 1974 (sections 77 and 78)
For credit agreements, you can ask for a copy of the agreement under section 77 (fixed-sum credit) or section 78 (running-account credit). While it is not provided, the agreement cannot be enforced.
Limitation Act 1980 (section 5)
Most consumer debts in England and Wales become statute-barred six years after your last payment or last written acknowledgement. A court claim on a statute-barred debt can be defended on that basis.
FCA Consumer Credit sourcebook (CONC 7)
CONC 7.9 bars unreasonable or oppressive contact, and CONC 7.14 requires collection to be suspended while a genuine dispute is investigated.
Complaints
Call 0333 999 7217, email complaintsin@capquest.co.uk or write to Capquest Group, Capella Building, 60 York Street, Glasgow, G2 8JX. If you are unhappy with the final response, or have not had one after 8 weeks, you can go to the Financial Ombudsman Service.
Common Capquest Scenarios
A letter about an old Arrow Global debt
Arrow Global no longer manages UK accounts itself. Capquest handles them, and many have been sold to new owners. Write to Capquest asking who owns the debt now and for a copy of the notice of assignment.
A debt you do not recognise
Do not pay until you have checked. Ask Capquest in writing to name the original creditor and the current owner, and to show how the amount is made up. FCA rule CONC 7.14 says collection should be suspended while a genuine dispute is investigated.
A Koyo Loans account
Capquest says Koyo Loans accounts were sold to an Intrum company on 18 August 2026, and that it still manages them. You should get a Notice of Assignment. Keep paying any plan you have unless you are told otherwise.
A letter about a county court judgment
If you already have a judgment, a Global Substitution Order letter only tells you the new owner. It is not a new claim. Check the judgment details and contact Capquest if anything is wrong.
A debt that may be statute-barred
Under section 5 of the Limitation Act 1980, most consumer debts in England and Wales become statute-barred six years after your last payment or last written acknowledgement. If that applies, say so in writing and do not pay or admit the debt before checking.
You are struggling to pay
Tell Capquest in writing and ask for time to get free debt advice. A debt adviser can apply for Breathing Space under the Debt Respite Scheme, which pauses most creditor action and interest for 60 days.
