What Counts as a Complaint
Complaints are about UKVI's service. A visa refusal is not a complaint: it is challenged by administrative review or appeal. UKVI says complaints do not affect its decisions, and it will not answer progress enquiries sent as complaints.
How UKVI Complaints Work
UKVI aims to reply within 20 working days, or within 12 weeks for complaints about serious professional misconduct. If you are unhappy with the reply, you can ask for a review within one month, giving your reasons.
After the review, you can go to the Independent Examiner of Complaints within 3 months, and then ask your MP to refer your complaint to the Public Service Ombudsman. If you complain for someone else, include a signed letter of authority from them.
Applications Need Their Own Forms
Visa, settlement and citizenship applications use the right form or online service, not a letter. For example, citizenship for people with indefinite leave to remain uses form AN, and GOV.UK says applying by post takes longer than applying online.
