About Newlyn PLC
Newlyn PLC is a firm of enforcement agents, often called bailiffs, registered at Companies House under company number 03770985. Its registered office is Century House, Wargrave Road, Henley-on-Thames, and it asks customers to write to PO Box 933, Northampton, NN1 9DX. It is accredited by the Enforcement Conduct Board.
Newlyn says it is employed by councils in England and Wales to collect council tax, business rates and parking penalty charge notices. It also collects bus lane, moving traffic and clean air zone penalties, sundry council debts and commercial rent, and it has a dedicated team for Mersey Gateway and Silver Jubilee Bridge charges.
A letter from Newlyn usually means a council has passed your case to it to enforce. Bailiffs must follow strict rules on notice, fees, visiting times and what they can take. You can write to Newlyn to pause enforcement if you are vulnerable, offer a payment plan, complain or challenge fees.

Your Rights with Bailiffs
Notice before a visit
For notices given from 1 May 2026, you must get at least 14 clear days' notice before goods are taken. If a debt advice provider asks before that period ends, it is extended to at least 28 clear days.
Fixed fees
For most debts, from 1 May 2026 the fees are £79 at the compliance stage, £247 plus 7.5% of the amount over £1,900 once an agent visits, and £116 plus 7.5% over £1,900 at the sale stage. High Court writs have their own scale.
Visiting hours and entry
Bailiffs cannot take control of goods before 6am or after 9pm. For most debts you do not have to let them in, and they cannot force their way in. Forced entry is only allowed in limited cases, such as some unpaid criminal fines.
What they cannot take
Items you need for your work up to £1,350 in total, and household essentials such as a cooker, fridge, washing machine and beds. They also cannot take goods that belong to someone else.
Children and vulnerable people
Bailiffs must not take control of goods if a child under 16 or a vulnerable person is the only person at home.
Common Situations
A Notice of Enforcement for council tax
This means the council has a liability order and has passed the debt to Newlyn. For enforcement started on or after 1 May 2026, you must get at least 14 clear days before goods can be taken. Use that time to pay, offer an affordable plan or get free debt advice.
A Mersey Gateway or Silver Jubilee Bridge charge
Newlyn has a dedicated team for these bridge charges, on 03334 438254 or merseyflow@newlynplc.co.uk. Write to it if you think the charge is wrong or you need time to pay, and keep a copy.
You cannot afford to pay in full
Newlyn says its Welfare Team can carry out affordability assessments. Offer an amount you can keep up, in writing, and ask Newlyn not to visit while you keep to it.
You are vulnerable or struggling
Tell Newlyn in writing about your circumstances and ask for enforcement to be paused and your case referred back to the creditor. Newlyn says it may ask for documents, because it has to check what customers tell it.
Fees you think are wrong
The enforcement fee can only be charged once an agent has visited. Ask in writing for a breakdown of every fee, with the date and stage of each.
Goods taken that belong to someone else
Newlyn has a separate address for claims that goods belong to someone else: claims@newlynplc.co.uk. Write as soon as you can with proof of who owns them.
Complaining About Newlyn PLC
You can complain to Newlyn by email to complaints@newlynplc.co.uk, through the online form on its website, by live chat, by phone on 01604 623268 or by post to PO Box 933, Northampton. Newlyn acknowledges complaints within 2 working days and aims to contact you within 5 working days at the informal stage. At the formal stage, it aims to respond within 20 working days.
If you are still unhappy, Newlyn says you may be able to go to the Enforcement Conduct Board or the Local Government and Social Care Ombudsman, depending on the type of debt. Complaints about the council's own decisions go to the council.
If You Are Struggling
Newlyn has a Welfare Team on 01604 625214 and welfare@newlynplc.co.uk, and a Vulnerability Self Declaration form on its website. It says the team can assess extra needs, give access to independent advice and carry out affordability assessments. If a free debt adviser asks before the notice period ends, the notice period is extended to at least 28 clear days.
