About CDER Group
CDER Group Limited, company number 04118149, is a firm of enforcement agents. It was called J.B.W. Group Limited until 2020, so you may know it as JBW. Its registered office moved to 3rd Floor, 10 Lloyd's Avenue, London on 16 February 2026, and it is accredited by the Enforcement Conduct Board.
CDER says it collects council tax, parking, road traffic and road user charges, commercial rent arrears, business rates and magistrates' court fines for clients including local authorities, Transport for London, National Highways and HM Courts and Tribunals Service. GOV.UK names it as one of the firms that can employ Approved Enforcement Agents for court fines.
CDER Group's sister companies are Rundle & Co (Rundles), which enforces council tax and business rates, Court Enforcement Services, which enforces High Court writs, and Advantis Credit, a debt collection agency. You can write to CDER to pause enforcement if you are vulnerable, offer a payment plan, complain or challenge fees.

Your Rights with Bailiffs
Notice before a visit
For notices given from 1 May 2026, you must get at least 14 clear days' notice before goods are taken. If a debt advice provider asks before that period ends, it is extended to at least 28 clear days.
Fixed fees
For most debts, from 1 May 2026 the fees are £79 at the compliance stage, £247 plus 7.5% of the amount over £1,900 once an agent visits, and £116 plus 7.5% over £1,900 at the sale stage. High Court writs have their own scale.
Visiting hours and entry
Bailiffs cannot take control of goods before 6am or after 9pm. For most debts you do not have to let them in, and they cannot force their way in. Forced entry is only allowed in limited cases, such as some unpaid criminal fines.
What they cannot take
Items you need for your work up to £1,350 in total, and household essentials such as a cooker, fridge, washing machine and beds. They also cannot take goods that belong to someone else.
Children and vulnerable people
Bailiffs must not take control of goods if a child under 16 or a vulnerable person is the only person at home.
Common Situations
A Notice of Enforcement for council tax or parking
The council has passed the debt to CDER. For notices from 1 May 2026, you must get at least 14 clear days before goods can be taken. Use that time to pay, offer an affordable plan or get free debt advice.
A letter about a court fine
CDER enforces magistrates' court fines for HMCTS on its own phone line, 0330 159 6553. Fines are treated more strictly than council debts, and forced entry is allowed as a last resort. Contact CDER straight away.
A TfL or Dart Charge penalty
CDER has a separate line, 0330 460 5297, for Transport for London and National Highways Dart Charge penalties. If you think the penalty itself is wrong, also contact TfL or National Highways.
You cannot afford to pay in full
Offer an amount you can keep up, in writing, and ask CDER not to visit while you keep to it. If it will not agree, ask it to pass your offer to the creditor.
You are vulnerable or struggling
CDER has a Welfare Team on 0330 0414 800 and welfare@contactcder.co.uk. Tell it in writing about your circumstances and ask for enforcement to be paused and your case referred back to the creditor.
A call or text you are not sure about
CDER warns about scammers using its name and says to call its official number, 0330 460 5295, to check. Do not pay anyone until you have checked.
Complaining About CDER Group
You can complain to CDER online, by email to customercare@cdergroup.co.uk (or hmcts-complaints@contactcder.co.uk for court fines), by post to CDER Group, PO Box 81793, London, EC3P 3GE, by phone or by live chat. CDER acknowledges complaints within 2 working days, aims to resolve informal complaints within 5 working days and sends a final response to a formal complaint within 20 working days.
For events from 1 January 2025, you can then go to the Enforcement Conduct Board, within 3 months of becoming aware of the problem or 1 month of the final response, whichever is longer. For council and TfL debts, you can also complain to the council or TfL and then the Local Government and Social Care Ombudsman.
If You Are Struggling
CDER has a specially trained Welfare Team you can contact on 0330 0414 800 or at welfare@contactcder.co.uk. Tell it as early as you can if you are ill, have a disability, are bereaved or are struggling for any other reason.
