Why HMRC Addresses Have No Street
Most HMRC addresses end in a BX postcode. These are Royal Mail postcodes for organisations that only receive post, and GOV.UK says you do not need a street name, town or PO box when you use one. GOV.UK writes each address as a team name, HM Revenue and Customs, the postcode and United Kingdom.
Our letter form asks for a town, so the Write to this address buttons put United Kingdom on that line, as GOV.UK does.
What to Put in Your Letter
Give your full name and address, and the reference HMRC uses for you: your National Insurance number, Unique Taxpayer Reference (UTR) or VAT number. HMRC's complaints guide asks for these too.
Say what happened and when, and what you would like HMRC to do. If you are replying to a letter from HMRC, quote any reference number it gives.
How Long HMRC Takes to Reply
HMRC publishes its current reply times on GOV.UK, in a tool called Check when you can expect a reply from HMRC, which it updates weekly. For general VAT letters, it says replies may take longer than 15 working days.
Complaining About HMRC
Complain to HMRC first. HMRC carries out a first review, and if you are still unhappy you can ask for a second review. After both, you can go to the Adjudicator's Office, which is free and independent. Your MP can also refer your complaint to the Parliamentary and Health Service Ombudsman.
HMRC may refund reasonable costs, such as postage, phone calls and professional fees, so keep your receipts.
