About United Utilities Water Limited

United Utilities is the UK's biggest LISTED water and sewage company by some measures. It serves around 7 million customers across the North West of England - including Cumbria, Lancashire, Greater Manchester, Cheshire and Merseyside. This is the wettest region in England, so water supply is rarely the headline problem. The bigger issues are usually sewage and pollution. The legal name of the main operating company is United Utilities Water Limited (Companies House number 02366678). The head office is at Haweswater House on the Lingley Mere Business Park, Lingley Green Avenue, Great Sankey, Warrington WA5 3LP.

United Utilities Group PLC (the parent company) is listed on the London Stock Exchange (ticker UU.) and is a member of the FTSE 100. It was created in 1995 by merging two big North West companies: North West Water (the water company) and NORWEB (the electricity distribution company). The electricity arm was sold off in 2010 to a company now called Electricity North West, leaving United Utilities focused on water and sewage. Revenue in 2025 was £2.15 billion. Net income was £264.7 million. The company has around 5,000 direct employees. The Chairman is David Higgins.

United Utilities supplies 2 billion litres of drinking water a day and treats 2 billion litres of wastewater a day. The water hardness across the North West is soft to very soft. The company also runs Water Plus together with Severn Trent (a 50/50 joint venture set up in June 2016 for non-household business customers). United Utilities achieved a 4-star Environment Agency rating in 2024 - the maximum possible. BUT in October 2024 the BBC revealed that United Utilities had been dumping huge amounts of sewage into Lake Windermere, which has caused major controversy. More on that below.

United Utilities Water Finance PLC and Water Plus

Two other relevant companies in the group. United Utilities Water Finance PLC (Companies House 9227416) raises long-term debt finance for the operating water company. Water Plus is a 50/50 joint venture with Severn Trent, set up in June 2016 ahead of water market deregulation. Water Plus handles non-household business water customers. So if your business water bills come from "Water Plus" rather than "United Utilities", your contract is with the joint venture, not with United Utilities directly.

  1. 1A new water meter installation shot your bill up. United Utilities has been installing meters across the North West. Some customers move from a fixed "rateable value" bill to a metered bill that is much higher than expected. The first metered bills can be wrong because the system needs time to settle.

The Lake Windermere sewage scandal and what it means for you

In October 2024, BBC News published the results of a major investigation into United Utilities and Lake Windermere. The BBC found that between 2021 and 2023, United Utilities dumped between 143 million and 286 million litres of raw sewage into the lake at times when this was NOT permitted. United Utilities had also failed to report at least 102 million litres of this pollution to regulators. The same week, the Information Commissioner's Office ordered United Utilities to improve its handling of requests for environmental information, following complaints about a lack of transparency.

In May 2024, BBC Panorama had already shown leaked records suggesting United Utilities had been wrongly downgrading dozens of pollution incidents. Environment Agency whistleblowers told the BBC that United Utilities was "controlling the evidence" on pollution. The Environment Agency attended only 6 of 931 reported pollution incidents in North West England between 2020 and the end of 2022. A whistleblower said: "If they [United Utilities] say attend - which is incredibly rare - we'll attend. If they say don't attend, we don't attend. They're effectively regulating themselves." In July 2024, Ofwat had already opened a formal enforcement case against United Utilities as part of its sector-wide wastewater investigation.

What this means for you: the 4-star Environment Agency rating United Utilities was awarded in 2024 does NOT mean they are immune from mistakes. If you have had a service failure - especially sewer flooding inside your home, water contamination, low pressure, or interrupted supply - the Guaranteed Standards Scheme still applies and you can still claim. The Windermere revelations and the BBC Panorama findings make claims about ongoing wastewater management failures much stronger. Your rights

Water Industry Act 1991

This is the main law that governs the UK water industry. It sets out United Utilities' duties (to supply wholesome water, to handle sewage properly, to be reasonable about prices), Ofwat's powers as the regulator, and your rights as a customer. Most of the other water rules sit underneath this Act.

Guaranteed Standards Scheme (Water Industry Act 1991 section 38)

This is the rule that gives you automatic compensation if United Utilities falls below set service standards. Specific failures that trigger payments include: water supply lost for more than 24 hours, low water pressure (lower than 7 metres static head for an hour), missed appointments, late reply to written complaints, and sewer flooding inside your home (£1,000+ compensation). Water Industry Act 1991 section 27A (Consumer Council for Water)

This section created the Consumer Council for Water (CCW). CCW is the official, statutory body that represents water customers across England and Wales. CCW is free, independent of Ofwat, and free to use. The CCW route is the natural escalation step if United Utilities does not resolve your complaint.

Environmental Information Regulations 2004

These are the rules that say United Utilities has to give you environmental information about their operations when you ask (similar to Freedom of Information but for environmental matters). The Information Commissioner's Office (ICO) order against United Utilities in October 2024 was about their handling of these requests. Consumer Rights Act 2015, sections 49 and 51

This is the general consumer law that applies to all services in the UK, including water. Section 49 says services must be performed with reasonable care and skill. Section 51 says the price must be reasonable if it is not agreed in advance.

How long do you have to challenge a bill?

The Limitation Act 1980 gives you 6 years to bring a court claim about a contract dispute in England, Wales and Northern Ireland (5 years in Scotland). Water companies cannot generally recover bills for water used more than 6 years ago. For the Guaranteed Standards Scheme, claims should usually be made within 3 months of the failure.
